Ekweremadu Is A Good Example For Nigerian Politicians —Saraki

President of the Senate, Senator Bukola Saraki has described his Deputy, Senator Ike Ekweremadu, as a perfect example for Nigerian politicians, saying that he has no regret working with him.

Senator Saraki spoke as Senator Ekweremadu described his re-emergence as Senator and Deputy President of the Senate as an act of God.

The two spoke at a civic reception at the country home of Senator Ekweremadu, in Mpu, Enugu State, shortly after a special thanksgiving service, where Ekweremadu rededicated himself to service to Nigeria and mankind.

Senator Saraki in his address, described Senator Ekweremadu as a man, who every Nigerian politician should look forward to working with.

He said: “For we politicians, it is always better to get close to know somebody because in our meetings in the 7th Senate, myself and him were far apart, but in this current Senate, I am the first person to tell a few people that Senator Ekweremadu is a perfect gentleman. You are a perfect gentleman and I repeat that many times and you are a good example for we politicians.

“He is the type of Nigerians that we will want to continue to serve because he only sees things for the good of Nigeria. I am grateful to be working with you and I will continue to assure you that we will continue to work closely for the interest of this great country.”

Earlier at the special thanksgiving service by his family, Ekweremadu recalled his journey back to the Senate, saying, “about two years ago, nobody would have believed that we will be here talking about Ike Ekweremadu being a Senator again, let alone being the Deputy President of the Senate. But, by the grace of God, I am today not only the Senator representing Enugu West, but also the Deputy President of the Senate.

“We went through very tumultuous primaries that almost divided our state along the line, but we thank God that today Enugu is united and peaceful.

“After the elections, PDP lost control of the National Assembly and many people thought we were finished, but we went into political engineering and I want to thank my colleagues for that long night. We decided that when we got to the chamber in the morning, we were going to perform wonders and when the time came for the inauguration of the Senate, I was re-elected Deputy President of the Senate. It was the will of God.”

Ribadu Holds Meeting With Akande, May Defect To APC

A former Chairman of the Economic and Financial Crimes Commission, Mallam Nuhu Ribadu, on Sunday held a private meeting with a former Interim Chairman of the All Progressives Congress, Chief Bisi Akande.

Ribadu, who contested the 2011 presidential election on the platform of the defunct Action Congress of Nigeria, visited Akande at his residence in Ila-Orangun on Sunday evening and discussed with him for a few hours.

The visit had sparked rumour of the possibility of the defection of the former anti-graft boss to the ruling APC.

A highly-placed source in the APC in Osun State told PUNCH correspondent on Sunday that Ribadu visited Akande in company with the National Secretary of the APC, Mai Bala Buni.

The source, who preferred not to be mentioned because he was not authorised to speak for the party, said, “He was there on Sunday. I was told he (Ribadu) and the national secretary of the APC visited Chief Akande together.

“It is difficult to say if he is defecting to our party because I was not there but we won’t ask him not to come if he wants to come.”

The Director of Publicity and Strategy of the Peoples Democratic Party in Osun State, Mr. Diran Odeyemi, when contacted, said he heard that Ribadu visited Akande.

Odeyemi, however, berated the former anti-corruption agency boss for allegedly “going back and forth.”

He said, “I was told he visited Ila-Orangun but is Ila his local government, where he is supposed to announce his defection?

After the meeting, Ribadu said he was at Ila-Orangun to reconnect with Akande, who he described as a father and statesman.

“Baba Akande is a very important person to all of us. He is a father in the true sense of the word. From the day I decided to venture into politics, I have benefited from his guidance and wisdom.

“I have not seen Baba in a long time, so I feel this is a good time to come and greet him at home. Of course, I have never been far away from Baba’s fountain of wisdom. Party differences cannot be a reason to abandon old ties,” Ribadu said.

He eulogised Akande, a former Osun State governor, and the people of the community while recalling the overwhelming support and affection he was shown by the people of Osun State during his 2011 presidential bid.

Akande said Ribadu’s visit was not political.

“As an extended member of this community, I said he should come and greet you,” he said

Biafra: IPOB Leader Kanu Apologizes To Buhari, Jonathan, Igbo elders

The leader of the Indigenous People of Biafra and founder of Radio Biafra, Nnamdi Kanu, has expressed regret for referring to President Muhammadu Buhari as a terrorist, evil and a paedophile in his radio broadcasts.

Kanu, who has been charged along with two others by the Federal Government before a Federal High Court in Abuja on six counts of treason and other ancillary offences, said he intended to write a private letter to Buhari to express his apology to the President.

He also apologised to former President Goodluck Jonathan and Igbo elders for “some uncomplimentary things” he said about them.

The 48-year-old pro-Biafran agitation leader, who is, however, unapologetic about his demand for a Republic of Biafra, has been in the custody of the Department of State Services since his arrest in Lagos on October 14, 2015.

He tendered the apology for his comment against Buhari and others in a statement which he made to the DSS on October 23.

The prosecution, in its summary of the case, alleged that in one of the radio broadcasts by Kanu on August 1, 2015, he expressed his resolve to actualise the Republic of Biafra and “cast aspersions on the person and the office of the President of the Federal Republic of Nigeria”.

The statement read in part, “Reference to the President of the Federal Republic of Nigeria as a terrorist, evil and a paedophile is regrettable and uncalled for and for that, I unreservedly apologise and will be doing so in a private letter to the President.

“Before PMB (President Muhammadu Buhari) there was the administration of Goodluck Jonathan. I also said uncomplimentary things about him and Igbo elders as well, which I now recognise should not have happened because it is un-African to be rude or insolent to elders.

“All I was trying to do is to draw attention to the problems afflicting society and something done about them.”

Kanu, who described himself as a Nigerian and a British citizen, justified his agitation for a Biafra Republic.

He said IPOB’s secessionist agenda was informed by the “incessant hardship, lack of holistic development in the socio-economic landscape of Nigeria, lack of youth employment, corruption in high offices and economic regression.”

He added that the agitation by IPOB, which, according to him, was founded in London in 2012 by a group of people from the South-South and South-East regions of the country, was in line with the United Nations Charter on the Rights of Indigenous Peoples ratified by African countries, including Nigeria.

In contrast to the counts of managing and assisting in the management of an unlawful society preferred against Kanu and two others, the Radio Biafra founder stated that IPOB, which the prosecution described as unlawful, was registered with the UN to pursue the rights of the people of Biafra.

He stated, “I can confirm that I, Nnamdi Kanu, is the leader of Indigenous People of Biafra worldwide as a legitimately and duly registered body at the United Nations pursuing the rights of a specific indigenous people, in this case, Biafra, to seek self determination according to the said charter.

“The reason for the formation of the Indigenous People of Biafra is to avail those referring to themselves as Biafrans the opportunity made available as a result of the United Nations declaration to seek the peaceful rebirth of Biafra in line with international law.”

Kanu, who is a son of a traditional ruler in Abia State, Sir I.O. Kanu, said he operated Radio Biafra, whose programmes “are designed to wake up the public from its slumber and address the issues of the time” because of his belief in free speech and freedom of expression.

He explained that the intended Biafra Republic comprised Enugu, Ebonyi, Abia, Imo, Anambra, Cross River, Akwa Ibom, Rivers, Bayelsa and Delta states as well the Igbanke part of Edo State; Igala part of Kogi State and Idoma/Igede part of Edo State.

Apart from Kanu, one of the two other defendants in the six counts filed by the Federal Government is a Field Maintenance Engineer, David Nwawuisi, charged with the responsibility of maintaining MTN masts in Enugu State.

The other defendant, Benjamin Madubugwu, was said to be living in the Ubilisiuzo, Ihiala Local Government Area of Anambra State, where he allegedly received custody of a container, housing transmitters, from Kanu.

On December 23 during the accused persons’ appearance in court for their scheduled arraignment, Kanu refused to take his plea due to what he called his lack of confidence in the presiding judge, Justice Ahmed Mohammed.

The judge promptly returned the case file to the Chief Judge of the Federal High Court, Justice Ibrahim Auta, for reassignment to another judge and the three accused persons were returned to the custody of the Department of State Services.

The fresh charges were filed against the three men barely 24 hours after Justice Adeniyi Ademola, in a ruling on Kanu’s bail application on December 17, ordered his unconditional release from DSS custody having been detained for about two months without any valid charges filed against him.

The PUNCH had reported that the Federal Government had alleged that transmitters for Radio Biafra, spreading secessionist agenda for carving out Biafra region from Nigeria, were found to be installed on MTN masts in Enugu and Anambra states between April and May 2015.

No new date has been fixed for the arraignment of the accused persons.

I Didn’t Come To Dubai To Plot Against Buhari – Atiku

A former Vice President and chieftain of All Progressives Congress, APC, Atiku Abubakar has reacted to rumours by what he called “political mischief makers and enemies of unity”, alleging that he has been hosting political meetings at Burj Al-Arab, Dubai.

The former Vice President says contrary to the rumours being bandied around by political opponents, he is currently in Dubai with his family for physiotherapy on his injured knee.

A press statement released by his media office in Abuja on Sunday and signed by his Media Adviser, Paul Ibe, says the former Vice President is embarrassed by the deliberate falsehoods being spread against him by political opponents who are bent on causing distraction for President Buhari at a time all energies should be channelled into helping the President actualise his change agenda.

Describing rumour mongers as “ill-motivated busybodies that don’t wish the country well”, the Turaki Adamawa explained that his medical treatment is his private affairs, which should not be politicised by anybody to achieve sinister objectives.

Atiku Abubakar says he is entitled to enjoy his private life, including the right to attend to his health, without being harassed and lied against by political opponents.

Contrary to the insinuations by political opponents, the former Vice President says the success of the Buhari administration has been his preoccupation, and that any true APC member should have the same zeal.

According to him, rumour mongers that seek to cause distrust and distraction in Buhari’s government do not mean well for the APC administration. He however advises political mischief makers to allow him enjoy his peace and desist from sinister propaganda designed to draw a wedge between him and President Muhammadu Buhari, in order to cause needless distrust and distractions in the President’s government.

7 Boko Haram Bomb Experts Arrested In Kaduna

image-10

Nigerian Army troops in Kaduna State have foiled another insurgent attack, with the arrest of seven suspected Boko Haram members who specialise in bombs and Improvised Explosive Devices (IEDs).

A statement by the Army spokesperson, Colonel Sani Kukasheka, said from all indications, the suspects were in Kaduna to coordinate suicide bombings during the festive period.

Col. Kukasheka added that recently in Maiduguri, some of the terror specialists were arrested while trying to detonate IEDs carried in food containers in public places.

He said: “the arrest of these suspects would no doubt assist in the fight against terrorism in the country, more so as the military have technically defeated the Boko Haram terrorists in the field.

“The terrorists have resorted to attacking soft targets through suicide bombings, IEDs and harassing attacks on isolated communities”.

The Army spokesman advised members of the public to be more vigilant and security conscious by reporting suspicious persons and movements to the security agencies.

“About 30 people were killed with 16 others injured,” Mr. Buba said.

When contacted, the Brigade Commander of 28 Task Force Brigade, Mubi, Victor Ezugwu, confirmed the incident, saying the casualty figure was yet to be established.

“Two female suicide bombers struck at a garage in Madagali and detonated their devices, and we lost some beloved country men,” Mr. Ezugwu, a brigadier-general, said.

He said the injured had been taken to hospital while the military had cordoned off the area.

Jonathan Is Responsible For Ongoing Fuel Scarcity – Lai Mohammed

Minister of Information, Lai Mohammed, has declared that Nigerians are now paying for the sins of the past government.

He said the Jonathan government owed oil marketers ‎huge debts in oil subsidy payments, such that they have stopped importing the product in the last couple of months, hence the biting scarcity.

Asked by State House correspondents to explain the scarcity to the nation, Lai said: “What I will be telling Nigerians is that what we met on ground is such that we are paying for the sins of the last administration”.

“I am being very serious. You remember that about two weeks ago, we had to go to the National Assembly for a supplementary budget of N674 billion. Of that figure, N522billion was for arrears of fuel subsidy which was incurred as far back as August last year”.

“One of the reasons for the fuel scarcity was the inability of the last government to make adequate provision for fuel subsidy”.

“We do face some other logistic problems but majorly, we are paying for the sins of the last administration”.

Asked what the solution the government was now proffering, the Minister said:“The first thing we have done now is to make sure that unlike before when the marketers used to import the major percentage of the fuel, NNPC has been involved in importation”.

“This is because some of the marketers had stopped importing for a couple of months. If you see any fuel anywhere today, it is imported by the NNPC”.

“We also inherited the vandalisation of the pipelines which has made it impossible for us to even transport the fuel. In tanks today we have 14 days reserve and off tank we have 10 days reserve”.

“The issue is not non-availability of the product; it is the distribution because of pipelines that have been vandalised and the gridlock in Lagos”.

“It takes about five days for anybody to take fuel with tanker in Lagos. As at two days ago this matter has been resolved. The Mosinmi pipeline has been secured and it has led to the improvement in the distribution.

How Soldiers Brutally Killed 3 Of My Brothers In My Father’s Presence –Only Surviving Son

Muhammad Ibraheem Zakzaky, the only surviving son of the the leader of the Islamic Movement in Nigeria, Sheikh Ibraheem Zakzaky has said that the army killed three of his siblings during last week’s onslaught at their residence in Zaria.

Ibraheem said that his three brothers namely, Hammad, 17, Ali 15 and Humaid, 13- were all shot dead in front of their father during the raid by the military last week Sunday.

His revelation came as the Islamic Movement in Nigeria yesterday said that it’s members would continue with its peaceful protests over the killing of its members by soldiers during a recent carnage in Zaria, Kaduna State.

In a statement made available to journalists last night, Ibraheem recalled that earlier in June 2014, the military abducted and killed his three brothers after a peaceful pro-Palestinian procession. Those killed at that time were Ahmad, 22, a final year student of Chemical Engineering in Shenyang University, China; Hameed, 20, who was studyingAeronautical Engineering in Xian University, China and Mahmud, 18, who was a student of Al-Mustapha University, Beirut, Lebanon.

He said that of his eight siblings, only two –Nusaiba and Suhaila, are alive today, while the remaining six were slain by the army. According to him, Suhaila survived with wounds in her face.

The statement read in part : “Thank God, I have been able to finally speak to my sister (Suhaila) after seven days of terror, compliments of the Nigerian army.

“They have been released from the ordeal of being with an army that is supposed to protect them. But I call to all those who care that, we must continue with our peaceful protests, however and whenever we can. Just as we have been doing for over the last 30 years, and as long as we breathe, I hope that we will continue to do so.”

The cleric’s only surviving son said that “we will continue to protest in order to demand our right tobury our dead properly, to tend to our wounded and to see to the health of our leader, my father.”

“Then comes our property which has either been destroyed or fenced by looters under the watch of the Nigerian army. He said: “I will continue to demand unbiased, impartial justice, for my six brothers, for as long as I breathe.”

Zakzaky’s elder sister, Hajiya Fatima Yaqoub, was among those killed in the cleric’s residence

Boko Haram Now Lures People Together to Bomb Them- Defence Headquarters

The Defence Headquarters (DHQ), has warned members of the public that the Boko Haram terrorists have now devised a deadly tactic of luring people together in order to bomb them.

This was disclosed on Monday in a statement signed by the Director of Defence Information (DDI), Brig-Gen. Rabe Abubakar.

“It has come to the knowledge of the DHQ that Boko Haram terrorists have now devised other means of inflicting harm on innocent citizens to further their terrorist cause,” Abubakar stated.

He said that some of such tactics they now, use include crying and feigning pains and shouting to attract sympathy from unsuspecting public.

“When a lot of people of goodwill gather to render help in the process, the suicide bomber detonates bombs which they conceal under their clothes. The recent suicide bombing in Damaturu is instructive,” he explained.

Similarly, he said, suicide bombers used monetary incentives and other inducements especially in crowded places to lure innocent citizens in order to cause colossal damage to both lives and property.

Biafra: FG Slams Fresh Charges Of Treasonable Felony Against Nnamdi Kanu

AS members of the Indigenous People of Biafra (IPOB) jubilated last week over the news of the release of their leader, Mr Nnamdi Kanu, by the Federal High Court in Abuja, the Federal Government has slammed a fresh charge of treasonable felony on the Radio Biafra Founder, who had been detained since three months ago.

The Federal Government had gone to a Federal High Court in Abuja last Friday to prefer six charges against Kanu, Benjamin Madubugwu and David Nwawuisi.

On count two of the charges, the federal authorities also accused the trio of managing an unlawful society.

Giving the particulars of the offence, the Attorney- General said: “That you, Nnamdi Kanu and others, now at large, between 2012 and September, 2015 at South-East geo-political zone and the South-South geo-political zone of Nigeria within the jurisdiction of this honourable court manage an unlawful society with more than 10 members to wit: unregistered with the Corporate AffairsCommission or any other registration au- thority to wit. The Indigenous People of Biafra (IPOB) thereby committed an offence which is punishable under Section 63 of the Criminal Code Act, CAP C38, Laws of the Federation of Nigeria 2004.”

National Assembly Shut Down As Buhari Presents 2016 Budget Today

Ahead of today’s planned presentation of the 2016 budget by President Muhammadu Buhari to a joint session of the National Assembly, all staff of the legislative complex and organizations running private businesses within the premises have been directed to stay away from the area.

According to a circular issued to that effect yesterday from the office of the Clerk to the National Assembly, Alhaji Salisu Maikasuwa, ‘the stay away’ directive is to prevent any form of rowdy atmosphere during the budget presentation by the President.

The circular signed by the Director, Personnel Management, Mamud A. Abubakar, on behalf of the Clerk, however, exempted staffers of the National Assembly working in any of the two chambers and security personnel. It further warned that appropriate punishment would be meted out to any staff found flouting the order.

Business organizations affected by the stay away order include all operators of banks, eateries, airlines, insurance outfits, telecommunication centres and the National Open University Office ( NOUN).

The statement entitled: ‘Presentation of 2016 Budget to National Assembly by President Muhamnadu Buhari” reads, “The President and Commander in Chief of the Armed Forces, Muhammadu Buhari , is presenting the 2016 Budget to the National Assembly on Tuesday , December 22, 2015.

“In view of the above, all staff of the National Assembly as well as the operators of business outfits in the National Assembly Complex, with exception of those on essential duties, e.g, Chamber, Security and Medical Staff, are directed to stay away from the NASS Complex on 22nd December, 2015.

“Any staff found to have violated this instruction will face appropriate disciplinary action”

Meanwhile, security operatives have taken over the premises of the National Assembly as at yesterday evening just as last minutes preparations for the event were seen being carried out by staffers of the National Assembly, like laying of the red carpet from the main entrance into the White House to the House of Representatives Chamber where the joint session would hold for the presentation.

President Buhari had, in a Medium Term Expenditure Framework ( MTEF) forwarded to the National Assembly and approved by both chambers last week, disclosed that the total expenditureframework of the budget to be presented today would be N6.07trillion as against N5.03trillion in the outgoing year.

Full Text Of Buhari’s 2016 Budget Address At National Assembly

2016 Budget Speech: “The Budget of Change”
Delivered By:
His Excellency, Muhammadu Buhari
President, Federal Republic of Nigeria
To
A Joint Session of the National Assembly (on December 22, 2016)

PROTOCOLS

I am honoured and privileged to present the 2016 Budget proposal. This is my first address before this joint session of the National Assembly. I have come here today, not only to address members of the National Assembly, but also to speak directly to the men and women who placed us here.

2. I know the state of our economy is a source of concern for many. This has been further worsened by the unbridled corruption and security challenges we have faced in the last few years. From those who have lost their jobs, to those young people who have never had a job, to the people in the North East whose families and businesses were destroyed by insurgents, this has been a difficult period in our nation’s history, lessons that we must not forget or ignore, as we plan for the future.

3. By June 2014, oil prices averaged $112 per barrel. But as at today, the price is under $39 per barrel. This huge decline is having a painful effect on our economy. Consumption has declined at all levels. In both the private and public sectors, employers have struggled to meet their salary and other employee related obligations. The small business owners and traders have been particularly hard hit by this state of affairs.

4. Fellow Nigerians, the confidence of many might be shaken. However, I stand before you today promising that we will secure our country, rebuild our economy, and make the Federal Republic of Nigeria stronger than it has ever been.

5. The answers to our problems are not beyond us. They exist on our farmlands; our corporations; in the universities in the hearts and minds of our entrepreneurs; through the gallantry of our Armed Forces; and the resolute spirit of Nigerians, especially the youth, who have refused to give up despite all the obstacles confronting them.

6. This Budget proposal, the first by our Government, seeks to stimulate the economy, making it more competitive by focusing on infrastructural development; delivering inclusive growth; and prioritizing the welfare of Nigerians. We believe that this budget, while helping industry, commerce and investment to pick up, will as a matter of urgency, address the immediate problems of youth unemployment and the terrible living conditions of the extremely poor and vulnerable Nigerians.

7. In the medium to longer term, we remain committed to economic diversification through import substitution and export promotion. This will build resilience in our economy. It will guarantee that the problems we have today, will not confront our children and their children. This shall be our legacy for generations to come.

8. Today, it is widely acknowledged that the global economy has slowed down. This is particularly the case with emerging markets such as Nigeria. However, despite the weak emerging market growth rates, our domestic security challenges, declining oil prices, and the attendant difficulties in providing foreign exchange to meet market demands, the Nigerian economy grew by 2.84% in the third quarter of 2015.

9. We have, and will continue to implement strategies that will maintain macroeconomic stability and manage the oil price shocks we are experiencing.

10. Upon the inauguration of this administration on 29th May 2015, we engaged key stakeholders from various sectors of our economy and interfaced with the heads of Ministries, Departments and Agencies (MDAs) in order to understand the true state of our nation. What we found prompted us to take certain strategic decisions.

11. On the economy, we injected new leadership at the helm of our revenue generating agencies including the Federal Inland Revenue Service (FIRS), Nigerian National Petroleum Corporation (NNPC), Nigerian Communications Commission (NCC), and the Nigerian Customs Service (NCS). We implemented the Treasury Single Account (TSA) which, so far, has provided greater visibility of Government revenues and cash flows. We intervened to support States to navigate their fiscal challenges by restructuring their commercial bank loans and by providing facilities to enable them to pay salary arrears.

12. We have demonstrated a strong will to fight corruption. I am sure you will agree that the sheer scale of corruption and impunity of the past explains in part, the economic challenges we now face. On these initiatives, and the many more to come, we shall not be deterred. We will pursue the recovery of everything that belongs to the people of Nigeria. No matter where it is hidden. No matter how long it will take.

13. Distinguished and honourable members of the National Assembly, I now present a review of the 2015 Budget. That Budget was based on a benchmark oil price of $53 per barrel, oil production of 2.28 million barrels per day and an exchange rate of N190 to the US$.

14. The projected revenue was N3.45 trillion, with an outlay of N4.49 trillion, implying a deficit of N1.04 trillion. Due largely to under-provisioning by the previous administration for fuel subsidy and the costs required to support the military operations in the North East, the Government had to obtain National Assembly’s approval for a supplementary budget of N575.5 billion. I take this opportunity to thank all members of the National Assembly for the prompt passage of that Bill.

15. After reviewing the trends in the global oil industry, we have set a benchmark price of $38 per barrel and a production estimate of 2.2 million barrels per day for 2016. We have focused on non-oil revenues by broadening our tax base and improving the effectiveness of our revenue collecting agencies.

16. Also, with the full implementation of the Treasury Single Account, we expect significant improvements in the collection and remittance of independent revenues. To further support the drive for increased remittances, we will ensure that all MDAs present their budgets in advance, and remit their operating surpluses as required by section 22 of the Fiscal Responsibility Act.

17. We are determined to ensure that our resources are managed prudently and utilized solely for the public good. To set the proper tone, one of our early decisions was the adoption of a zero based budgeting approach, which ensures that resources are aligned with Government’s priorities and allocated efficiently. This budgeting method, a clear departure from previous budgeting activities, will optimize the impact of public expenditure.

18. In addition to the proper linkage of budgeting to strategic planning, we are enhancing the utilization of the Government Integrated Financial Management Information Systems (GIFMIS) to improve financial management. The recently established Efficiency Unit is working across MDAs to identify and eliminate wasteful spending, duplication and other inefficiencies. We engaged costing experts to scrutinize the 2016 budget proposals. They have already identified certain cost areas that can be centralized for economies to be made.

19. We have directed the extension of the Integrated Personnel Payroll Information System (IPPIS) to all MDAs to reap its full benefits. We will also strengthen the controls over our personnel and pension costs with the imminent introduction of the Continuous Audit Process (CAP). These initiatives will ensure personnel costs are reduced. Our commitment to a lean and cost effective government remains a priority, and the initiatives we are introducing will signal a fundamental change in how Government spends public revenue.

2016: Laying the Foundation for Sustainable Growth

20. The 2016 budget, as outlined, is designed to ensure that we revive our economy, deliver inclusive growth to Nigerians and create a significant number of jobs.

21. We aim to ensure macroeconomic stability by achieving a real GDP growth rate of 4.37% and managing inflation. To achieve this, we will ensure the aligning of fiscal, monetary, trade and industrial policies.

22. As we focus on inclusive growth, we are conscious of the current rate of unemployment and underemployment. This is a challenge we are determined to meet; and this budget is the platform for putting more Nigerians to work. I can assure you that this administration will have a job creation focus in every aspect of the execution of this budget. Nigeria’s job creation drive will be private sector led. We will encourage this by a reduction in tax rates for smaller businesses as well as subsidized funding for priority sectors such as agriculture and solid minerals.

23. As an emergency measure, to address the chronic shortage of teachers in public schools across the country, we also will partner with State and Local Governments to recruit, train and deploy 500,000 unemployed graduates and NCE holders. These graduate teachers will be deployed to primary schools, thereby, enhancing the provision of basic education especially in our rural areas.

24. We also intend to partner with State and Local Governments to provide financial training and loans to market women, traders and artisans, through their cooperative societies. We believe that this segment of our society is not only critical to our plan for growing small businesses, but it is also an important platform to create jobs and provide opportunities for entrepreneurs.

25. Furthermore, through the office of the Vice President, we are working with various development partners to design an implementable and transparent conditional cash transfer program for the poorest and most vulnerable. This program will be implemented in phases. Already, the compilation of registers of the poorest persons is ongoing. In the coming weeks, we will present the full programme, which will include our home-grown public primary school feeding and free education for science, technology and education students in our tertiary institutions. Indeed, this will mark a historic milestone for us as a nation.

Star Wars:The Force Awakens' grosses whopping $120. 5 million for opening day

Star wars:The Force Awakens grossed an estimated $120.5 million in its first day, including $57 million for Thursday night preview shows, making it the highest single day on record, according to Walt Disney Co. The tally topped the previous record holder, "Harry Potter and the Deathly Hallows -- Part 2," which grossed $91 million from its Thursday and Friday shows in July 2011. The film has already grossed more than $250 million worldwide.

The numbers for "Star Wars: The Force Awakens" are unprecedented for a film premiering in December. The record holder for the biggest opening during the month is "The Hobbit: An Unexpected Journey," which took in $85 million in domestic receipts in 2012.

"The Force Awakens" is expected to gross $180 million to $220 million through Sunday in its domestic opening weekend. However, those numbers began to look like conservative estimates following Thursday and Friday screenings. At that rate, the long-awaited space epic is poised to out-earn Universal's dino reboot, "Jurassic World," which broke the record for the biggest domestic opening by selling $208.8 million in tickets last June.

Diezani Allegedly Plots To Escape From UK To Another Country

Ex-Minister of Petroleum Resources, Diezani Alison-Madueke, is on the verge of leaving her present abode in the United Kingdom for the Commonwealth of Dominica where she has reportedly acquired the citizenship, The Nation can authoritatively report.

Mrs.Alison-Madueke is currently under investigation in Britain for alleged corruption while in office.

Investigators in the UK and Nigeria were shocked by the discovery that she had secretly acquired the citizenship of the small Caribbean country of only 72,000 people.

But sources in the UK said the National Crime Agency (NCA) was already monitoring her movement.

It was learnt that the lid was blown open by some anti-corruption and civil society groups in the UK.

Alison-Madueke’s new citizenship was confirmed in a May 29, 2015 approval letter by the Prime Minister of the Commonwealth of Dominica, Roosevelt Skerrit, according to a document obtained by one of the groups.

The letter also claimed that the ex-Minister has been appointed that country’s Trade and Investment Commissioner for the Republic.

Although the letter indicated that the appointment was without salary package, she is expected to help in promoting and marketing Dominica as a trade and investment domicile.

In the diplomatic passport, DP0000445, the Dominican Government said Diezani should be allowed to “pass freely without let or hindrance and afford the bearer such assistance and protection as may be necessary.”

Issued on May 21, 2015, the diplomatic passport is expected to expire on May 20, 2020.

The granting of citizenship to the ex-Minister, whose passport indicated was born on 6th of December, 1960, has attracted diplomatic concerns.

“I think the NCA is suspecting that she acquired the citizenship of the Commonwealth of Dominica with the intent to relocate to this country. This has opened a fresh bend into our investigation,” a source said last night.

“It is not impossible that she had planned to escape to Dominica ahead of the inauguration of the administration of President Muhammadu Buhari because her appointment ought to be effective from June 1, 2016 for an initial period of three years.

“She has been placed under stricter surveillance in the light of the latest development.

“While the diplomatic aspect is being handled by the appropriate quarters, I can tell you that the NCA is collaborating with many agencies to bring her to account for any allegation against her.

“The NCA is conducting extensive investigation into the oil deals during the tenure of Diezani, irrespective of her ongoing treatment for cancer.”

The International Corruption Unit (ICU) of NCA on October 2 arrested Diezani and four others.

All the suspects are being investigated for alleged bribery and money laundering.

Nigerian Army Reduces Death Sentences Passed On 66 Soldiers To 10 Years In Prison

The Nigerian Army has commuted the death sentences it passed on 66 solders earlier this year to 10 years imprisonment.

This was contained in the statement by the Acting Director, Army Public Relations, Col. Sani Usman, on Saturday.

The army had in January and March 2015 in separate courts martial sentenced the 66 soldiers to death by firing squad for mutiny and other charges.

“The soldiers were arraigned on several count charges that include criminal conspiracy, conspiracy to commit mutiny, mutiny, attempt to commit an offence (murder), disobedience to particular orders, insubordinate behaviour and false accusation, among others,” the statement, which noted that 71 soldiers were tried, said.

“They were tried, discharged on some charges but found guilty and convicted on other charges which included mutiny. Out of the number, 66 were found guilty on some of the count charges and sentenced to death, while five were discharged and acquitted and one was given 28 days imprisonment with hard labour.

It added that the cases of other soldiers were being reviewed and would be made public once the appropriate reviews are completed.

The decision to commute the sentence of the soldiers, the army said, following series of petitions.

The petitions caused the Chief of Army Staff, Lt. Gen. Tukur Buratai, to order a legal review of the cases.

“The directive was carried out to examine the merit of each case. It was on the basis of the review and recommendations that the Chief of Army Staff commuted the death sentences of the 66 soldiers to 10 years jail term. The sentences are to run concurrently,” the army said.

MEND threatens to resume militant activities in protest of NASS members huge salaries/allowances

The Movement of the Emancipation of Niger Delta, MEND, has threatened to resume militant activities if members of the National Assembly receive any outrageous allowances. Spokesman of the group Jomo Gbomo said this while speaking to newsmen yesterday June 21st.

“These wicked individuals appropriate to themselves huge and absurd salaries and allowances at the expense of the millions of hapless Nigerians, who have not been paid for months, their salaries, pensions and other benefits they deserve.
The Niger Delta region, where the bulk of revenue that sustains the nation comes from, continues to suffer neglect, environmental degradation and lack, made worse by the very corrupt and visionless past government of Goodluck Jonathan and his cronies, some of who still shamelessly parade themselves on national television and other media platforms as ‘Niger Delta Activists’.

Nigerians refuse to tolerate this ostentatious lifestyle of our lawmakers, whose main objective, it seems, is to enrich themselves and carelessly spend scarce resources. The Niger Delta people refuse to pamper and cater for the needs of these thieving Assembly rogues to their detriment. If the lawmakers refuse to make the necessary adjustments needed to accompany the needs of the masses and the Niger Delta region, it may lead to the resumption of hostilities.”he said
